THE LAND TENURE ACT, NO.12 OF 1992, PART VI – LEASES says:
Citation: 46. The Minister may lease any public land which does not comprise a right of occupancy to any person, Zanzibari or non Zanzibari.
The lease of a right to occupancy shall be inheritable. Land occupancy fee shall be paid annually.
